Why Google chrome OS may be a non-starter?

Google has raised hopes with chrome OS touted as first operating system designed with keeping web in mind. It was a nice idea and in this blog, we couldn't have concurred more 1, 2.
With the recent rise of iPads and their bretheren, we see clouds on the first cloud OS itself. What the users will do in chrome OS, which they are not able to do in tablets?
One assault to the chrome OS came from Google itself: Android optimized for tablets. it seemed like Google itself asking why we need chrome OS.
